Gary Crowell

Gary Crowell

Gary Crowell, PIBH President and CEO previously served as Special Assistant to the Secretary of the U.S. Department of Homeland Security and was Assistant Director of the Federal Emergency Management Agency in Washington, DC. Prior to moving to the Federal Government, Gary was Secretary of the Department of General Services for the Commonwealth of Pennsylvania.

Prior positions include: Vice President of the Pennsylvania Chamber of Business and Industry, Chief Clerk of the Pennyslvania Senate, Executive Director, Independent Regulatory Review Commission, and Director of the Office of Administrative Services, Department of Justice.

Upon graduation from Penn State University, Gary was commissioned a Second Lieutenant in the U.S. Marine Corps with service in Vietnam. Combat decorations include the Bronze Star with "V", Purple Heart and Vietnam Cross of Gallantry.

Gary has been inducted into the Pennsylvania Military and Veterans Hall of Fame, is a recipient of the Pennsylvania Meritorious Service Medal and an honorary Doctorate Degree from Thaddeus Stevens College of Technology, and is a distinguished alumnus of the Tyrone Area School District.

His past memberships include: Pennsylvania Ambassador Council, Pennsylvania Infrastructure Investment Authority, Covernor's Green Government Council, Philadelphia Shipyard Development Corporation, Telecommunications Infrastructure Task Force of the U.S. Chamber of Commerce, Leadership Pennsylvania, and the Keystone Area Council, Boy Scouts of America.

Commodity Sales
The Commodity Sales Department is responsible for sales, customer service and processing commodity orders manufactured by PIBH member Community-based Rehabilitation Programs (CRPs). This department answers questions, tracks orders and assists with providing customers with products. The department is also responsibile for the development of new products.

Department of Administration
The Department of Administration provides clerical support and services to the corporation along with the management of public relations opportunities. In addition, the department is responsible from the front office activities, the building's janitorial and maintenance needs, local deliveries and the and the corporation's payroll and human resources needs.

Photo ID Program
The Photo ID Program is responsible for staffing 98 Photo Licence Centers in the Commonwealth of Pennsylvania via a contract with the Pennsylvania Department of Transportation. This program provides license technician and janitorial employment opportunities for nearly 450 individuals throughout the state who are disabled. Those interested in servicing the public in this employment capacity can contact PIBH for details about the member agency responsible for the Photo License Center in their area.

Finance & Accounting
The department is responsible for the fiscal wellbeing of the organization and provides financial information to management, auditors, and a variety of government agencies. In addition, this group is tasked with invoicing, cash receipts, vendor payments, budgeting and all duties related to transaction processing. Customer service questions related to invoicing, vendor requests, and all other financial inquiries are handled professionally by the accounting team.

Contract Services
The Contract Services Department is responsible for total contract management of many services that are performed for the customer. Through the State Use Program, this department handles contracts for numerous services including, but not limited to, custodial, total facility management, call center operations, data imaging services, printing, grounds maintenance, mailing, microfilming, upholstery, refinishing, vending services and carpet cleaning. Persons with disabilities who are well-trained and dedicated to what they do perform the services.
